Fundraising to replace Sen. Eltife nears $1 million

Fundraising for three candidates running for Texas Senate District 1 neared $1 million, according to campaign finance reports in the hotly contested race.

State Rep. Bryan Hughes, R-Mineola, Rep. David Simpson, R-Longview, James “Red” Brown and Mike Lee are seeking the open Texas Senate District 1 seat after Sen. Kevin Eltife, R-Tyler, announced he would not seek re-election.

Brown, Hughes and Simpson raised more than $970,000 combined since January 2015. Lee reported no contributions.

The bulk of donations – $780,000 – came during the latest reporting period, from July 1 to Dec. 31.

Hughes raised more money than his opponents combined. As of Jan. 1, Hughes had $508,584 available to spend. He raised $499,451 and spent $127,285 between July and January.



The January reports showed Brown raised $184,282 and spent $80,813 while maintaining $103,459.

Simpson raised $99,564 and spent $362,602. He had $57,661 on hand.

Lee’s campaign finance reports showed no contributions and expenditures totaling $2,000.

Open Senate District positions don’t come along often, making for an expensive race.

The sheer size of District 1 places a premium on having money available to spread candidate’s message and establish name recognition.

If no candidate wins more than 50 percent of the vote on March 1, the two top vote-getters would face each other in a May 24 runoff.

District 1 represents Bowie, Camp, Cass, Franklin, Gregg, Harrison, Lamar, Marion, Morris, Panola, Red River, Rusk, Smith, Titus, Upshur and Wood counties, which means candidates must appeal to voters from cities such as Texarkana, Tyler, Carthage, Longview, Paris and Mount Pleasant. The district also lies within multiple media markets.

Eltife was an established and popular senator while Brown, Hughes, Lee and Simpson are relative unknowns in much of the district. Hughes has the advantage of representing eight of the district’s 16 counties during more than a dozen years in the Texas House.

Mark Jones, a political professor at Rice University, said the latest round of campaign finance reports shows Hughes as the clear frontrunner. Hughes has the money needed to spread his message and name around the 16-county district and endorsements that carry weight among prospective voters.

Hughes’ fundraising, especially from business and activist groups, is a sign that donors view him as the likely winner and that they don’t want to cross Lt. Gov. Dan Patrick, who endorsed Hughes in August.

“The district is big and if you want to reach voters you’ve got to do more than block-walking and phone calls,” Jones said. “You’ve got to use media and direct mail and that will cost a significant amount of money.”

Having donors willing to write big checks, such as Empower Texans and billionaire Farris Wilks, means Hughes has a sky-high spending limit and will be able to go to the money – well beyond March 1, if needed, Jones said.

Jones views the Senate District 1 race as two races – Hughes’ race to avoid a runoff and Simpson and Brown racing for second.

“Encouraged,” was how Brown, Hughes and Simpson described their latest haul and respective campaigns at this point. They described similar days on the campaign trail, starting early and ending late with stops in coffee shops, businesses and events with phone calls for voter and financial support in between.

Simpson, 54, a businessman and former small-town mayor, said he sees parallels to his 2010 primary defeat of a longtime incumbent.

“We’re executing a good plan,” he said. “We have a well-established grassroots ground game and working steady-as-she-goes to win votes.”

Simpson said he would have enough money to continue his ground game and target voters with direct mail and television in the final push to March 1.

Brown, 57, of Lindale, a two-star major general and acting deputy commanding general for the U.S. Army Forces Command in Fort Bragg, North Carolina, said he wasn’t surprised by the amount of money raised in the race. He said his fundraising wasn’t exactly where it was expected to be but that his campaign has raised an additional $70,000 since Jan. 1.

He said volunteer recruitment has been strong and that his organization is prepared for the push to early voting, which begins Feb. 16.

Simpson and Brown downplayed Hughes’ access to money and list of endorsements, saying money and political action committees don’t vote.

“The people of Senate District 1 will elect their senator not the lobby,” Brown said.

Hughes, 46, an attorney from Mineola, said he’s thankful and humbled by the support in and outside the district.

He said support from groups such as Texans for Lawsuit Reform and Texas Right to Life goes beyond dollars. Those organizations represent voters in the district, he said.

Hughes said he wasn’t relying on money to spread his message. He said he is crisscrossing the district, connecting with voters and civic and business groups.

He dismisses the frontrunner label and said he’s running as if he were far behind.

“I’m putting everything into winning,” he said. “We continue to build momentum and we’re certainly not going to let up.”

Lee, 57, of Queen City, a retired U.S. Navy hovercraft pilot, motivational speaker and small business owner, said he is not asking for money to make a point.

“There’s too much money in politics,” he said. “That’s the problem. (The candidates) don’t want to talk about issues they want to talk about endorsements. Those endorsements and donations are IOUs.”
