Development of 87 acres in Tyler gets City Council’s approval

Tyler officials gave the green light Wednesday to development on 87 acres, paving the way for residential, commercial and other development near the Village at Cumberland Park.
The Tyler City Council decided unanimously in a voice vote to zone land at the corner of South Broadway Avenue and West Cumberland Road for mixed use. The Planning and Zoning Commission endorsed the project earlier this month.
Councilwoman Linda Sellers, who represents the area between Old Jacksonville Highway and South Broadway Avenue, made the motion to approve, and Councilman Criss Sudduth, who represents the district east of South Broadway Avenue, seconded the motion before its approval.
The land is owned by the trusts of Robert H. Allen and Elizabeth Dee Allen, and the developer is S. Broadway Development LLC. The land is located southeast of the nearly 300 acres owned by the Genecov Group, where the Tyler City Council approved zoning changes in April.
The land was previously zoned for agricultural use. The developer’s plan is to build stores, offices, housing and a hotel “to foster a pedestrian-friendly, urban village environment,” zoning documents say. The developer will need to build a street to run parallel to South Broadway Avenue.
“In looking at mixed-use developments, this is a place where you could potentially live, work and play,” Heather Nick, a managing director for the city, said in an interview. “You could have a residential unit in this area, and you could possibly office from your home or office very close.”
Nick said millennials and retirees tend to enjoy mixed-use developments because of the ability to walk from home to without needing to drive. A typical example of mixed-use development is a downtown area, she said.
“You see these throughout our nation, and really it’s just a different type of development that other people may enjoy,” Nick said. “And they may want to be part of that development— they may want to live there and enjoy that.”
Nick told the City Council that the Planning and Zoning Commission was generally favorable of the development, and there were opponents who said they did not want to see development on the land.
Mayor Martin Heines said the company will be required to come back to the city to have a site plan approved, and for other steps. He said the land has not sold yet.
“This is just preliminary,” he said. “We’ll all have another discussion, or several discussions after this about the specific alignment and the specific uses.”
