Tyler Junior College trustees approved Thursday what President Dr. Mike Metke called a “relatively modest increase” in the surcharge for out-of-district students and also several user-specific fees.
The out-of-district surcharge will increase $5 per semester credit charge from $50 to $55, effective with the 2016-2017 academic year.

The tuition for students who reside in the college’s tax district will remain unchanged at $1,078 per semester.
The impact for out-of-district students is that the surcharge will increase from $1,678 to $1,738, or 3.6 percent. The tuition for non-residents will rise 3.1 percent from $1,954 to $2,014 per semester.
The increase in the out-of-district tuition will increase college revenue “a little over $500,000,” said Sarah E. VanCleef, vice president of business affairs and chief financial officer.
The board approved instituting a differential fee of $20 per semester credit hour for veterinarian technology and $13 for interpreter training. That additional fee is charged to offset the higher cost of programs that require special equipment, Mrs. VanCleef said.
The board authorized a $100 reinstatement fee per occurrence for students who were dropped from a course for nonpayment but later wanted back in. When students begin courses late, the college does not receive state funding for them, which creates work for everybody to get them back in, Mrs. VanCleef said.
Other specific fees authorized by the board include an increase in the lab fee from $14 to $16, a dual credit late processing fee of $100 per course and $30 per semester credit hour for junior and senior level course in the new dental hygiene bachelor’s degree program.

The lab fees alone will generate “a little less than $100,000,” Mrs. VanCleef projected.
Metke and Mrs. VanCleef said an analysis showed TJC was low in comparison to other colleges in the ratio of what out-of-district students and in-district students pay.
