Broadway Avenue has long been known as one of the most congested roads in Tyler. Five years ago, it ranked among the 50 most congested roads in the state, according to the Texas Department of Transportation (TxDOT). By 2023, its ranking improved significantly, dropping 40 spots to 87th place. In 2024, Broadway Avenue exited the top 100, landing in 102nd place. The following year, in 2025, it dropped another 18 spots to 120th place.

The City of Tyler credits the continued drop as the result of multiple years of planning and annual traffic signal retiming, initiated in 2019 as part of the Intelligent Transportation System (ITS) Master Plan Study. This study set out a 10-year signal retiming effort to reduce congestion and improve safety each year.

The plan phases retiming at 15 intersections annually for six years, then 30 intersections annually for the next four years.

Since 2019, 85 of Tyler’s 150 signalized intersections have been retimed, covering eight major corridors and spanning more than 29 miles of roadway.

Together, these coordinated updates have saved drivers over 854,000 vehicle hours annually  and more than $28 million in total estimated yearly delay costs.

The city also launched a traffic dashboard to give residents a clearer view of how the system is performing.

“Traffic patterns change frequently, depending on the season and especially as Tyler grows with new residents and businesses,” Tyler Director of Engineering Services Cameron Williams said.  “We have to plan accordingly and make smart changes that keep people moving to their destinations.”

The city is currently planning for the Year 6 ITS Master Plan projects, which will be announced this spring. Retiming will be implemented in the fall, following an evaluation period this summer.

While Broadway Avenue may have fallen off the Top 100 list, the city said it continues to look for other ways to improve mobility and keep it from returning to the list. One way is through the proposed projects of the South Tyler Mobility Study. A lack of alternative routes within the existing roadway network in South Tyler has led to an overdependence on a few major roadways, like Broadway Avenue. The city evaluated seven corridors, resulting in nine proposed projects to address congestion, increase connectivity, and improve safety and mobility for drivers.
