Former employee of Frankston ISD indicted on sexual abuse charges

A former employee of Frankston ISD has been indicted on a charge of continuous sexual abuse.

Thomas E. Scroggins, 25, of Bullard, had been the subject of an ongoing criminal investigation by the Cherokee County Sheriff’s Office and was charged with crimes related to the sexual abuse of a child.

Scroggins has been held in the Cherokee County Jail since his November 2015 arrest. He is facing a total of 13 charges, some of them misdemeanors, according to jail staff.

Scroggins, who was employed by Frankston ISD in the maintenance department, was originally jailed on two counts of indecency with a child and one count of displaying harmful material to a minor.

The investigation began with accusations by one victim of inappropriate conduct by Scroggins toward the victim and two others. During the initial investigation, other victims were identified.



The incidents in question reportedly occurred at or near Scroggins’ Shady Brook subdivision residence.
