City council to consider OK to start of drainage project work

A long-awaited drainage project in a neighborhood near Old Troup Highway is moving forward.

The Tyler City Council will vote Wednesday on whether to approve $2.2 million in spending for the Courtney Miller Drainage Project.

The project seeks to improve drainage between Courtney Drive and Miller Drive, two residential roads that are located east of Highway 110 and north of SSE Loop 323.

The Courtney Miller Drainage project has been anticipated for more than 20 years and is intended to address erosion and flooding across 17 properties, according to the city.

The city hired Adams Engineering to study the issue back in 2006, and the company completed construction plans in 2011, according to the city. However, the project has experienced delays due to right-of-way negotiations and funding constraints, the city said.



City staff are now recommending that the City Council approve about $175,000 to pay Adams Engineering for additional design work related to the updated project, and just over $2 million to pay Reynolds & Kay LTD for construction.

The money would come from the city’s half-cent sales tax. The city imposes a one-percent sales tax to pay for its operating costs and a half-percent sales tax that it uses for infrastructure improvements.

The project will create a box culvert starting at Old Troup Highway, running under Courtney and Miller Drives, and ending just past Golden Road. Construction is expected to take 10 months, according to the city.
