The Davis-Bacon act has been used to keep competition out of traditionally union areas since day one. The fact that minority start ups have been seriously hurt by it is an all too often overlooked fact.
Democrats tried to gloss that fact over by guaranteeing certain levels of minority contracting on federally financed contracts. That hasn't worked out to be the benefit to minorities it was billed as. Many a business has been put in the name (only) of someone who qualifies as a minority without actually giving any minority members a chance to get a career started.
Davis-Bacon costs everybody by driving up prices and denies people work. Minorities will tend to make up more than their fair share of the people who get the short end if this law isn't repealed.
