If it wasn't there would have been one built since the 80's, but it hasn't happened. It isn't becuase of a weak dollar, or the mortgage crisis, or corproate greed. It is because Congress, that group of 500+ lawyers we all love so well, has no committment to help keep this country from loosing industry after industry.
