The Superintendents from each district could donate some of their huge salaries to help solve the problem. The other students cannot learn with all the behavorial distractions going on in the classroom, yet how on God's green earth are the teachers to function. Why don't the Superintendents put their money where their mouth is and invest in these problem children? How concerned are they really?
