Indecent Exposure Charges Leveled; Suspect May Be Behind Other Incidents

A man arrested by Tyler police Wednesday for exposing himself to female joggers is believed to have committed similar offenses in another East Texas community.
The 28-year-old Athens man was apprehended Wednesday morning on Rose Rudman Trail after a female told officers he exposed himself to her twice while she was jogging.
"The victim said she was jogging by and heard the man call attention to himself as he stood in the woods," Tyler police spokesman Don Martin said.
He said the woman told officers she kept jogging and when she came around the trail a second time the man again called attention to himself.
"She was like, um not again, and called 911 to report it," he said.
Martin said when officers arrived they found the man, and the victim positively identified him as the person she saw exposing himself to her.
The man, identified as James Claybourn Kiser, was subsequently arrested and charged with a Class B misdemeanor and booked into the Smith County Jail.
Records show Kiser, also known as JLove, has been arrested and convicted of multiple crimes including manufacture/delivery of a controlled substance, theft of property from grave/human corpse, possession of marijuana, evading arrest with a vehicle, theft, assault causes bodily injury, forgery, burglary of a habitation and escape from a correctional facility.
Athens Assistant Police Chief Rodney Williams said his department if very familiar with Kiser.
"We have dealt with him on everything from assault, to burglary and theft," he said. "We believe he has done this same thing to women several times here and he is a suspect in multiple exposure cases at Cain Park."
